Hawaii Statewide Evaluation of the 21st Century Community Learning Centers Program, School Year 2014-2015 Evaluation Report

A statewide evaluation of Hawaii's 21st Century Community Learning Center (21st CCLC) programs assessing operations, participation, and student achievement using data from the Annual Performance Reporting (APR) system. This evaluation found improvements in classroom behavior, homework completion and classroom participation, and school day attendance among students regularly participating in Hawaii's 21st CCLC programs. Additionally, improvements in reading and language arts and math were also found among regular participants.
 

Program Name: Hawaii Statewide 21st Century Community Learning Centers Program

Program Description: Hawaii’s 21st CCLC program—which receives federal support through the 21st CCLC initiative—serves high-needs communities across the state, providing local afterschool and summer programming to more than 5,000 students during the 2014-2015 school year. The program is designed to support students’ performance in a variety of areas including, but not limited to, academics, engagement in school, and behavior at school.

Scope of the Evaluation: Statewide

Location: Hawaii

Grade level: Elementary School, Middle School, High School

Program Demographics: All schools served are Title 1 eligible, meaning more than 40 percent of students qualify for Free and Reduced Price Lunch (FRPL). Among reporting centers, the majority reported that more than half of student participants were eligible for FRPL (53 percent to 81 percent). One center reported that 19 percent of student participants qualified for FRPL and another reported that 49 percent of students qualified. In almost all of the reporting centers, the majority of students were identified as Native Hawaiian/Pacific Islander or Asian. (See Exhibit 3 on pg. 5 of the report for participant demographics.)

Evaluation Methods: Data collected included quantitative data from the Annual Performance Reporting (APR) system, which includes teacher reported data, and a review of the 2014-15 sub-grantee evaluation reports submitted to the Hawaii Department of Education.

Summary of Outcomes: During the 2014-2015 academic year, students who regularly attended Hawaii's 21st Century Community Learning Centers program (at least 30 days) showed improvement in homework submission and classroom participation, as well as their classroom behavior. Based on teacher reports, the percentage of regularly participating students who improved turning in their homework on time and participation in class ranged from 33 percent to 100 percent. The percentage of students improving their classroom behavior ranged from 38 percent to 85 percent. Among the four centers reporting data on improvements in school-day attendance, teachers reported improvement among regularly participating students who needed to improve their classroom attendance rates ranging from 13 percent to 85 percent.

The evaluation also looked at academic improvement in reading and language arts and math. Among students in need of improvement in reading and language arts, teachers at seven of the reporting centers found that the percentage of regularly participating students who improved ranged between 9 percent and 100 percent, with the majority reporting that more than half of students who needed to improve in reading and language arts did show gains. Among students who needed to improve in math, teachers reported that between 42 percent and 100 percent made gains, with the majority reporting that more than half of students who needed to improve in math did.
